国際関係論における国内構造アプローチと問題領域アプローチに関する一考察

Not much attention has been paid in Japan to the two distinct approaches in international relations (IR) studies. The "domestic structure" approach, represented by such theorists as Stephen Krasner and Peter Katzenstein, advocates a typology of industrialized states based on one state's "strength" against its society. The "issue-area" approach, originally derived from James Rosenau, on the other hand, assumes a constant decision-making process based on issues between "high politics" and "low politics". Examining first the study by Matthew Evangelista, this paper points out some drawbacks of both approaches to IR. To fill the deficiencies, such concepts as "politicization and technicality of issues", "collective goods" and "excludability" are introduced to deductively synthesize the two approaches. The hypotheses drawn from the examinations in this paper are summarized as follows: 1)With some caveats, the US domestic structure can be categorized as a "weak state" while Japanese one can be treated as a "strong state". 2) The typical behavioral patterns of a "weak state" create a bottom-up policy-making process while those typical of a "strong state" produce a top-down one. 3) The top-down policy-making process emerges even in a "weak state" if the issue involved is "depoliticized" or requires a high degree of techinical understanding to comprehend. 4)A "weak state" behaves like a "strong state" if the targeted issue pertains to "collective goods", as suggested by Joanne Gowa.
