OECD published Measuring Capital: A Manual of Capital Stocks, Consumption of Fixed Capital and Capital Services in 2002 after three meetings on capital stock: the First Meeting, Canberra, 10 to 14 March 1997, the Second Meeting, OECD, Paris, 29 September to 1 October 1998 and the Third Meeting, Washington, D.C., 8 to 10 November 1999. Since 1993 when UN with other international organizations' collaboration adopted System of National Accounts 1993 (hereafter SNA93), UNNSC encouraged ABS to take an initiative role to organize a capital stock meeting in order to discuss on issues and problems related to the measurement of capital stock and related capital statistics. The first capital stock meeting was held at Canberra. With the First and Second Meetings, the structure and contents of Draft Manual were discussed and was presented at the Third Meeting where both conceptual and practical issues and problems related to capital stock statistics were taken up for discussion. There are two sided of capital related statistics; national balance sheet in terms of wealth concept and productive capital stocks in terms of production factor. National balance sheet was partly incorporated in the SNA68 and was fully linked to the SNA93. However, productive fixed capital stocks that are essential to the TFP analysis were kept completely isolated from the SNA93. During the Second and Third Meetings, Draft Manual was prepared in June 1999 by the Steering Group and was presented for discussion in the Third Meeting. About a day and half within three days meeting period were spent solely for six sessions of Consideration of Draft Manual (1) to (6). All papers presented with discussions and comments from EDG on Draft Manual were appropriately put together into the Manual. Measuring Capital is published on the responsibility of the Secretary General of the OECD. The structure and contents are: Introduction; Concepts in Capital Measurement; Coverage and Classification of Capital Stocks and Flows; Capital Stocks and Flows: Basic Definitions and Uses; Overview of Measurement Methods; Perpetual Inventory Method; Measuring Consumption of Fixed Capital; Surveys and Other Direct Measurement Methods; Capital Services; and with four annexes (Glossary of technical terms used in the Manual; Estimates of capital stocks and Hows in the four countries; Service lives of assets used in four countries; The research agenda for capital stocks and flows) and Canberra Group papers and Bibliography. The Manual has built a great forward monument in the field of the concepts and measurement of capital stocks and related statistics. With the Manual it is highly expected for the author that the rapid increasing number of experiences to measure capital stocks and related statistics in the developing countries especially in the Asian region. We can expect a happy link between improvements of the Manual and better experiences of measuring capital.
