It is clearly important for social workers to fully comprehend the social welfare system. In order to do so, the social welfare educational system must be developed beyond its present limitations. In this study, we examined factors associated with social welfare education. As a methodology, we drafted a matrix with regard to social welfare system functions and the learning program for social welfare, from which we extracted issues and discussed the factors behind them. We found a tendency towards skill oriented learning in the social welfare educational program. The education system should not only focus on skill training but also provide opportunities for the development of creative thinking, greater awareness of social perspectives, and critical thinking skills to enable future social workers to reform current situation. Therefore, it is necessary to re-examine the educational system for social welfare and to adopt subjects that are currently lacking in current programs.
