It has been said that Japanese people are proficient in written English but cannot have a good command of spoken English. This might not be true according to TOEFL or TOEIC data. The average scores of Japanese test-takers are fairly low both in Listening and Reading sections. The data also indicate that there is strong relationship between the skills tested by the Listening and Reading sections of these tests. The study of Auditory Perception reveals that there is a critical period for the perception of particular English sounds. The study of Cerebral Science also shows that listening practice of English helps us improve reading ability. For Krashen, second language acquisition is a natural unconscious process similar to first language acquisition. Acquisition occurs when comprehensible input in the target language is available. In practice, language acquisition theory means that reading and listening to a large amount of comprehensible English is essential to improving a learner's English language ability. The main task of a language teacher is to facilitate language acquisition by creating the proper linguistic environment because direct teaching of rules and forms is not useful. The turning point in language acquisition ability seems to occur at about puberty. The belief that children are better at language acquisition than adults is supported by both scientific and anecdotal evidence. This paper analyzes the process of second language acquisition on scientific evidence and then shows how to improve the skills of Japanese English learners.
