West Germany is a federal state, and each Land has a large competence for the educational policy. But there is a problem to what extent the federal government takes part in the educational policy in order to maintain and develop the cultural level of nation by unifying and democratizing the educational system.. In this paper, we consider this problem by studying the educational reform after the World War II and the educational policy in the age of Weimar Republic.
