In the 1930's the structure of industry was changed. The change influenced the policy of the vocational and technical education system. Necessity of training of skilled worker was very prominent in mechanical industry section. Sino-Japanese Conflict broke out in 1937. With this as a turning point, the State tighten the control of the vocational and technical education system. So the character of this system changed. Machine Technology Education was established by the Ministry of Education, Machine Training Center was established and Operated by the Ministry of Commerce of Industry and Leader-machine Training Center was maintained by the Ministry of Walfare. These centers aimed at promoting the rationalisation of smaller scale industries by offering training for technicianship and foremanship and skilled craftmanship. The vocational and technical education was bureacratically controlled without social autonomy in the social and economical and political system of those days. As a result this education system was the expedient of synthetic plan under economical and science and technology administration.
