There are many communities and local industry in society. Before the World War II agriculture was a key industry in Japan. Agriculture played an important role in community. But in the post-war period Japanese manufacturing industry played an important and vital role not only in national economy but also in local society. With the declining power of agriculture many workers moved into the big cities and factories located in a neighboring area of big cities. The strong and friendly relationship between big manufacturing industry and local society has been established. Employment opportunity for workers and tax revenue for the local govemment have been guranteed for many years. But a new unpredictable situation has happened since 1990s. With the development of aging society and the accelerating of global competition among business firms many big manufacturing industries such as electric appliances and automobile have transferred its production facilities to foreign countries for getting the lowpaid workers. And with a deeping economic recession many small and medium-sized companies are facing a declining profit and sales record. At the same time many local workers are seriously hit by the loss of job opportunity and reduction of wages. 0ne important urgently needed strategy to cope with this serious situation is that loal compnies or industry must make full use of local traditional technology and a pioneering knowledge accumulated by the local academic institutions. In the new century local industry, local workers and local government must make every efforts to create a vital community which is independent of the control by the central government.
