This paper explores logic differences of strategic decision making between top management and middle management, by drawing recent cognitive science research. The purpose of this paper is to identify why top management cannot make decisions solely based on objective data, and what is the merit of letting middle management make decisions based only on objective data. According to the theory of analogy, mathematical decision making theory cannot be applicable for top management decisions made under uncertainty and inference by analogy is often used in making assumptions. Based on recent research called the situated approach, as strategic decisions are made in situated situations, we cannot make decisions solely with programmatic methods. Middle management may be able to made better decisions based on objective data, because they do not have sufficient case bases for analogical inference.
