Owing to the rapid industrialization and urbanization, such serious problems as density of population, environmental pollution, shortage of housing and so on have happened since The World War I in Japan. The governments were forced to perform the social policies and to enact the city planning act in order to solve these social problems. However the authorities and finance of municipalities concerning city-planning was obliged to be strictly restricted and the power of control was reserved to the Dep. of Home Affairs under the centralized Gov'tal structure. Main forcus of research would be placed upon discussions which were held in the Committee of City Planning which was attached to the cabinet to make the centralized process mentioned above clear.
