At present, a wave of digitalization in broadcasting circles is in progress. The media environment rapidly changing with the opening of multichannel broadcasting via communication satellites, is breaking down the border between broadcasting and telecommunications, and expanding internet activities. At the same time, the broadcasting industry in Japan is being invaded by various industries including many from foreign countries. The free market tenet of capitalism is expanding more than before. Because of these circumstances, this paper argues for the necessity of a "Basic Broadcasting System" in order to secure an arena for public information dissemination, cultural programing, and unfettered journalism.
