Japanese economy is escaping from the financial difficulties by adopting the policy which combined two measures, investing public money in large banks and establishing bridge banks for banks which failed or being about to fail. There is, however, a precedent for this idea. The Bank of Japan supplied a large amount of money to those banks through special loans with compensation for losses by the government and the government established Showa Bank as a bridge bank for them in the financial crisis of 1927. As for the former, " 100 Year History of the Bank of Japan" described its reality in detail. In contrast to that, the development of Showa Bank has not been made clear yet. The aim of this paper is to analyze new documents available today and elucidate Showa Bank's activities as a whole during the pre-World War II period (1927-1939). It is very worthwhile to attempt to open a black box in the historical research in Japanese banking business in order to compare the present situation with the per-War experience precisely and draw a significant suggestion for the government policy from that work.
