This paper concerns the problem of Japanese higher education that college students are getting lazy and their achievements in college lectures are getting poor. In light of economic theory, it first shows that the students' laziness and poor achievements in college lectures can be simply explained by the decline of the marginal value of learning (or academic grade) relative to those of the other activities, and/or the decline of students' efficiency in learning. Then, it examines the effects of various "teaching strategies" on students' learning behavior. We find that any teaching strategy to improve students' evaluation of learning makes students study longer and learn better. On the other hand, any teaching strategy to improve the efficiency in students' learning tends to make students learn better but may encourage their laziness. It is also shown that the introduction of stricter grading system as a teaching strategy can discourage students from studying longer and learning better, but the introduction of the so-called GPA system can be very effective in forcing relatively poor students to study longer and learn better.
