The author visited Brazil from February to March 1999 for the first time since his last stay in 1991-93, in order to evaluate the changes of recent years and the resulting present situation there. He found the heartwarming atmosphere of the Brazilian society unchanged, but was greatly distressed that the economic situation was growing worse despite the five-year currency stabilizing program which started with the Real Plan in July 1994. A substantial devaluation of the Real occurred in January 1999 and the return of inflation was feared imminent, but could hardly take place because of a sharp business depression. Brazilian people continue to face economic hardship after the so-called "lost decade" of the 1980's. But the Real Plan, which has lasted longer than any former currency plans since 1985, is a successful economic policy, providing the possibility of an economic recovery and, at the same time, highlighting the difficulty of this issue.
