The area in and around Anan City is a place where local business has developed in the southern part of Tokushima Prefecture. This area was appointed by the central government as a new industrial city in 1963. As for this area planninng included an oil complex was planned where a salt field used to be in Ohgata, a base of iron and steel industry a Ushirodo, and a coastal industrial zone along Tachibana Bay, respectively by using water for industrial use from the Nakagawa River. This project, however, except for developing land for industry, was not realized because of the first and second oil shocks. But in the latter half of the 1980's, some companies from Tokushima Prefecture, but not from other prefectures, built their buildings in the above-mentioned place. In 1999, an electric power station, which is being built on an island called Kokatsujima, is expected to commerce production. In this report, I examined some problems which new business will face in the course of its startup and development by taking up for study the southern part of Tokushima Prefecture, where conditions for starting new business are being fulfilled, and by analyzing the process of its start and development.
