• The purpose of this paper is to observe the structural changes in revenues and expenditures in local governments and to consider local behaviour. Firstly, we have estimated the ginicoefficients of local revenues and expenditures and have examined the different tendencies of prefectural and city governments. We have also estimated the relationship between local governments' revenues and expenditures, and found that the stimulative effects have been an increase in expenditures on construction funded by local taxes and general grants, and an increase in expenditures on education and social welfare funded by specific grants. Considering that the growth rates of prefectural taxes and general grants have tended to decrease since the early 1990s, this will greatly reduce the expenditure on construction and limit local discretionary policies.
