In this paper, I would like to consider the present condition of educational participation as I focus on the case of the Kawasaki City "Regional Education Councils" and "Conference on Children." I will analyze the background, establishment and character of them. "The School Council" is the expanded form of the Kawasaki City "Regional Education Councils" This framework is a system designed for children, parents and citizens to participate in the process to form intention and I will introduce it as one example of system to attract attention in the future. Also as a target of consideration, I will deal with "the Convention on the Rights of the Child" and "the Ordinance on the Rights of the Child" and survey an argument of "the Rights of the Child." As a logical significance of the Kawasaki City "Regional Education Councils, " I will consider the concept of "the Public Sphere" and present the concept of "the Information Place" and "the Public Place."
