A mesh analysis of Kanto area revealed that there were more golf courses in hilly areas with rice paddies than in flat areas or in mountainous areas. More than 50 environmental impact statements on the construction of golf courses and other similar projects were submitted in Saitama, Chiba, Kanagawa and Tokyo from 1981 to 1991. A survey of wildlife was one of the items which was required to make an assessment of such construction, and these statements reported on the present state of amphibian fauna and the impact of such projects on them. In the reports on the construction projects in hilly areas of Saitama, the Tokyo salamander Hynobius tokyoensis appeared frequently and the necessity for protection had been stressed. More effective protection methods, though still incomplete and requiring refinement, have been proposed in recent reports. It is considered that by making impact statements open to the public, wildlife protection legislation should become enforced more efficiently and effectively. Problems other than the protection of endangered species or populations were hardly discussed in these reports. Administrative control against a rapid change in the landscape in the hills of Kanto area, possessing valuable fauna found only in those areas but not in urban flat areas, is necessary.
