World relationships are now changing at the end of the 20th century. The balance between Pax Americana and Pax Russo had been sustained by increasing the amount of nuclear weapons possessed by each group. Today, however, such a way of keeping the balance between West and East is no longer realistic. It has become more difficult for both superpowers to provide the goods for other countries due mainly to the economic difficulties which they have in their own countries. This trend has promoted, on one hand, the relative independence of the EC and other countries in western Europe from the U.S., and their own unity in the fields of military, economy and politics. This trend has, on the other hand, urged the eastern European countries to have close economic relationships with the EC countries. It is possible to describe this new movement as 'Europeanizing' of the countries in western and eastern Europe. This movement is welcomed by the Soviet Union, and expressed by the phrase 'Europe is a single entity.' It is therefore reasonable to conclude that a nation can no longer develop by itself but should be symbiotic with others. In this sense, Japan should carefully learn its international relationship with other nations by examining the relationship which West Germany has kept with EC nations. Why could West Germany have stayed in the central position not only in EC but also in the move of 'Europeanization'? Why couldn't Japan hold an important position in Asia and Oceania in spite of its 'economic super power' status, which has placed it second in GNP in the Western world? This paper is an attempt to answer such questions by suggesting a possible way of internationalizing Japan.
