The Heijo Palace Site which was registered among the World Heritage Sites, occupies about 130ha, and this is possibly the largest among the preserved historical sites in Japan. In the history of the research, excavation, conservation, reconstruction, and development of the Heijo Palace Site, many problems that are common among similar sites in the whole country are condensed. Among all those, we can see a model of cases concerning for the relation between sites and cultural tourism, which has recently been spoken about. This report deals with the actual situation of the Heijo Palace Site, revealed by excavations and investigations, the planning of the site museum which introduced easily these results to the people, and the present situation is that these results are being actualized. This report consists of the following. 1. What is the Heijo Palace Site? In this chapter, I mention the fact that the Heijo Palace Site is a palace site of the ancient capital, around the 8th century, and the actual situation of the Site has been revealed by excavations, investigations, and so on. 2. The Heijo Palace Site Museum-the plan and the present circumstances In this chapter, I explain the contents of the site museum, the planning, and the problems surrounding reconstruction and development. In particular the Full-scale reconstruction of the Suzaku-gate and other important areas, and I consider the necessary measures for introducting visually the importance of these sites, because most of ancient monuments in Japan remain only under ground, and as wooden buildings. 3. The Heijo Palace Site from the viewpoint of Tourism In this Chapter. I show that in the present situation, this Palace Site is used as the place of rest and relaxation by local people more than the tourists, in spite of being placed as a tourism resource, owing to Full-scale reconstruction. 4. Conclusion Finally, I emphasize the fact that it is necessary to maintain a balance between the following three points. 1) To conserve the monuments remaining under the ground, and to indicate visually the historical values by Full-scale reconstruction and so on. 2) It is important to utilize this site as a resourse of tourism, but it is not necessary for it to be a utility of decreasing value. 3) This site is supported by the locals. Therefore, this site should continue as a place ot rest and relaxation for the local people.
