One of Image Coding methods, which changes data rate adaptively to equalize the power of quantizing error signal in one frame flat had been introduced, and which is called Rate Adaptive Coding. In this paper I would like to introduce Rate Adaptive DPCM using Visual Property, and which depends on the relation between power of predictive error signal and allowable distortion for human vision. Analytical result shows allowable distortion is proportion to power of predictive error signal. And threshold level of quantizer, quantizing level and expected value of quantizing error signal's power are also proportion to power of predictive error signal. Result of coding simulation shows required bitrate for certain distortion (or signal to noise ratio). And the fact that Huffman code for Max's quantizer is independent of the power of predictive error signal which has to be quantized is derived.
