In regard to the propagation of electromagnetic waves in inhomogeneous medium such as Ionosphere and Troposphere where the refractive index varies continuously, many researches are being made but the stress of these researches is put in the research of the reflection coefficient by flguring out the approximate estimates through the Maxwell's Equations or through Snell's law. Some researches are also being made by L. M. Brekhovskikh, K. G. Budden and V. L. Ginzburg and accurate solutions of reflection coefficient in the medium where the refractive index varies in semi-infinite region are being obtained, but there is still room for further study of the electromagnetic field. This work deals with the methods, by using plane wave approximation, of effective study of the effect of air temperature, atmospheric pressure and humidity of the air in which the refractive index varies with distance. This work is to solve by using Maxwell's Equations, the problems in connect with the electromagnetic field by dividing the electric field of linearly polarized wave to TE wave and TM wave components mutually orthogonal when the field propagates through the inhomogeneous medium where the refractive index varies in accordance with the coordinates. With this method, variation of the direction of millimeter wave and light wave propagation and polarization characteristics can be studied. This work shows the method of analysis of the electric field, magnetic field, pointing vectors and propagation direction of both TE wave and TM wave respectively. For this purpose, TE wave is being analyzed in case the permittivity due to the variation of refractive index varies linearly and TE wave and TM wave are being analyzed respectively in case the refractive index varies in exponential function form.
