This paper studies the environmental technology transfer to developing countries, which is essential for global environmental management in the process of industrialization. It constructs the global environmenta1 ODA flows database and finds the features of Japanese environmenta1 ODA based on international comparison: Japan attaches much more importance on the transfer of environmental technology and little on the development of environmental policy and management system in recipient countries. Thisfeature partly reflects Japanese approach to foreign assistance : avoidance of policy intervention and emphasis on the concept of self― effort. But it also signifies transferred technology does not utilize fully for environmental management without the firm commitment of recipient government and social environmental management capacity building.The case study work in Thailand finds one condition to sustainable environmental technology transfer : integration of environmenta1 ODA project and/or technology transfer to the creation of the environmental management system. For successful integration, Japan should propose a social environmental management system and show how well it works in Japan and/or recipient countries, and contributes to the sustainable development.
