Studies based on the theory of public choice or rational choice are increasing. These follow economics in theory building, that is theory is built on the assumption that actors are rational. Herbert A. Simon is leading in critisizing that assumption as unreal. He calls it "global rationality" and argues that human being is intendedly rational but bounded in rationality. Studies in economics and "ratioanl choice" can be divided between concerning unitary actor and concerning collectivity comprised of rational actors. They can also be devided between descriptive ones and normative ones. "Global rationality" and "bounded rationality" are comparatively examined. While they have some characteristics in common, they are distinctively different. "Global rationality" neglects the actual process of rationality and assumes auxiliary variables like objects uncritically. But in some cases it may contribute in clarifying the phenomenon by approximating. The content of the article is as follows. 1. Introduction, 2. Decision making by unitary actor, 3. Theory of collectivity comprised of rational actors, 4. Concluding remarks.
