This article examines how the recent development of political economy could contribute to the argument on center-local relations and local autonomy and how the argument on the latter, in turn, could enhance the understanding of the contemporary political economy. Twentieth century mass production regime created the idea of national economy or macro-economy, thus reducing the importance of regional economy which was viable at the subnational level up until the nineteenth century. At about the same time, welfare state centralized the various social policy settings, thus similarly reducing the power of local governments. From the 1970's, however, new emphasis has been put on the increased importance of regional economy as the basis of Fordist mass production regime has been undermined. New light has been also shed on local governments as social service providers as the welfare state has been attacked from both left and right. This article argues that local governments and center-local relations cannot be fully understood without considering this wider context of the political and economic development. Based on recent contribution of Richard Samuels' theory of "mutual consent, " it also considers the applicability of this concept to the area of central-local relations, leading to the new way of understanding the characteristics of the Japanese state. Finally, it demonstrates that examining regional level is indispensable for the argument of the development of both economy and welfare states of the 1990's.
