In the policy-making process of our prefectural administration, the Bureau of Administration with Fiance Division and Personnel Division as its subordinate bodies is playing an imoptant role through such administrative tools as money or staff, based on what is "Kambo" system. Meanwhile the distinction between line and staff imported from American theory of public administration manifested itself as the Bureau of Planning in our prefectural administrative system, in accordnace with extention of public administrative functions. Thus planning and co-ordination in prefectural administration have come to be jointly dealt with by the Bureau of Administration based on "Kambo" system and the Bureau of Planning based on the theory of line and staff. The problem we are facing now is how we can establish co-operation between the two bureaus in the actual prefectural administration. In order to do this, we ought to make clear difference between the positions and functions of the two and to clarify the relations with the divisions and sections in the other bureaus. For this purpose, it is urgently necessary to make definite the common objects of the two, to divide the functions, to establish value standard for co-ordination in public management, and to establish clear-cut lines of their authorities and responsibilities in relation to the divisions and sections in the other bureaus.
