The subject of this paper is the relation between the nation-state-building and the language policy in Japan during the Meiji era focusing on Kazutoshi Ueda, a linguist who initiated the linguistic study of the Japanese in the 1890's, several arguments on the Japanese as the national language-spoken and written-and social movements surrounding it are analyzed with emphasis on the historical background of this issue. I will argue that Ueda's initiative as the professor of the Imperial University, brought the absorption of preceding movements to the academia and the formation of the national language policy backed by the state power.
