Gakumuiin (educational committmen) in prewar Japan was a guarantee for the centralized administration. In the early years of the Meiji era, gakumuiin was initially prescribed in Kyoiku-rei (Education Order) of 1879. And gakumuiin in the short period to 1880,when Kaisei-Kyoikurei (revised Education Order) was made, was different from later ones in that the former were elected by popular votes and so on. However, it is often said that people did not accept that system. On the contrary, I think that they did, and in this paper I deal with this point.
