The educational problem as social problem-the decline of children's scholastic achievement-occured about 1950 in the postwar Japan. The origin of the affair was some parents' demands for higher educational standards. Especially, the new middle class parents stood at the center position of this affair. In this paper, the problem around this affair is analized from two points of view : 1) the major tendency of social consiousness in the postwar period, and the emancipation of private desire; 2) the position of GAKURYOKU in educational community. The former is the discontent of the new middle class parents with the scholastic acheivment or educational standerds, and the latter is GAKURYOKU as the mediation between education and society.
