To solve the multi-area Load Frequency Control (LFC) problems, the area-decomposition method was proposed. However, this method is designed to be adapted for the small load change. In order to study adapted for the relatively large load change, author proposed a new method that considering some generator rate constraints and using a new adaptive regulator with limiters. In the result of applied this method to a 4-area longitudinal system model, it could obtain the satisfactory LFC characteristics. However, the characteristics of the frequency deviation and the tieline power flow had unavoidable vibration. In this paper, the author present a cause of this vibration is studied, the Superconducting Magnetic Energy Storage (SMES) are established in power systems in order to control the vibration and a new adaptive regulator applied to SMES is developed. The proposed method have been applied to a 4-area longitudinal system model. In the result, the vibration controled and the dynamic response acted satisfactorily. Furthermore, the SMES was miniaturize by regulating the gains of SMES.
