FUKUHARA Yushin was a typical entrepreuner of Meiji Era. FUKUHARA Yushin (1848-1924), founder of SHISEIDO, started his career as a pharmacist just before Meiji Restoration of 1868. He came to advocate "specialization of dispensary and medical practice" and pursued his course toward its realization. In 1872 FUKUHARA opened SHISEIDO, which he referred to as Japan's first dispensing chemist in his memoir. He also began to manufacture and sell traditional patent medicine in 1878. SHISEIDO expanded its business thereafter. FUKUHARA participated in establishing "state policy" pharmaceutical corporation in 1885. In 1888 he helped to found Tokyo Pharmaceutical Association as well, accompanied with its bulletin, to which he contributed several articles. In 1889 a capital Drugs Act tried to forbid physicians to dispense but in vain. The Act had an amendment permitting them to do so "for the time being" and "for the time being" meant, in effect, "since then on." FUKUHARA took office as vice-president of Tokyo Pharmaceutical Association in 1890. Another article will be contributed to this bulletin to describe the development of SHISEIDO and FUKUHARA's activities after 1890's.
