This paper discusses the advantages of adopting a L1 dominant partial immersion model beginning in the elementary school years in Japan. The paper explains the socio-economic forces leading to an increasingly multiethnic and multilingual Japan. It then points to the benefits of educating children to attain a high level of bilingual ability, arguing that the current foreign language system in Japan at all levels from primary school through university is archaic, inefficient, and ineffective, producing minimal return on a massive investment in human and financial resources. Finally, the author offers practical remedies for overhauling the current foreign language system in Japan, enabling Japanese children to achieve bilingual competency and contributing to the social, political, and economic welfare of Japanese society.
