The investigation in the National Land Agency as of 1997 informs that about 500 mountainous villages may cease to exist in ten years, and including the other ones which may disappear in the near future, about 2,000 mountainous villages have a tendency to being extinct. 551 villages already ceased to exist between 1960 and 1995. It is still impossible to easily establish the economical foundation in the mountainous villages ; the situation does not permit more successors to come back to their native villages ; temporary population into these villages is not expected to in crease so much. Under these circumstances, four towns and villages--- Mikawa-mura, Kanose-machi, Tugawa-machi, and Kamikawa-mura in Higashi-Kanbara-gun, Niigata Prefecture ignore each of their administrative barriers, and continue to promote their plan to develop their area. The writer reported the area's situation caused by increasing aged people before. Various investigations have been done to develop the area since then, and Okuaga District Development Plan and Investigation Committee have made up 'A District Development Plan on the Basis of Water'. This report informs the summary of this plan, and suggests the advisability of adopting the aged people to promote the plan, considering the investigation result which comes from the viewpoint of 'Aged People with Some Purpose and the Administrative Support for that'.
