• In the Auckland Declaration of September 13,1999,APEC declared that it would strengthen markets through regulatory reform, and enforce competition. This supports the proposal by the Pacific Economic Cooperation Council in June 1,1999. We will discuss how industrial policy should be implemented consistently with competition policy for economic development in Asia. Furthermore, APEC should pursue other targets than efficiency such as equity, cooperation and environment which are inconsistent with the competition policy.
