The kinetic equation of an imperfect ionized plasma is derived from the Boltzmann equation which has the Fokker-Plank, elastic and inelastic collision terms. Inelastic processes as the exicitation, ionization, dissociation and absorption processes are correctly treated in this result. This result is consisted of kinetic equations of plural molecules and each compornent interacts through the integrated collision term respectively. Some relaxation times are calculated by the second order of the mean drift velocity.
