The optimal steady state for the light ion beam propagation in a plasma is examined by the aid of thermodynamics of irreversible processes. The state of minimum entropy production, satisfying the subsidiary condition to keep the electromagnetic energy constant, coincides with the state of perfect charge and current neutrality. Under the subsidiary condition to keep the total energy constant, we obtain a new condition for transport.
