An approximation method for cutting off a moment hierarchy in moment calculations from the master equation is studied based on the Poisson distribution. We propose a simple model for transition rates that are quadratic in terms of a random variable and permit transitions only between each state (0,1,2,......) and the nearest state. Using this model, the method is explained. The first two order moments are obtained for the steady state as time t tends to infinity. The approach is applied to the study of a traffic flow.
