Before the 1995 Kobe earthquake, seismologists did not clearly realize what "Earthquake Prediction" meant to the public, and engineers were beginning to think structures in Japan had become strong enough to resist strong ground motions. The Headquarters for Earthquake Research Promotion was established after the Kobe earthquake to conduct basic and comprehensive research in seismology, and under its guidance, dense seismometer networks were constructed covering the whole areas in Japan. Their records are now used for the early earthquake warning system. The Kobe earthquake demonstrated that strength of structures still is the crucial issue in Japan. New design and effective retrofitting methods must be based on reliable estimate of the strength and on understanding of the failure mechanism. A large-sized 3-dimensional shaking table "E-Defense" was constructed for these purposes.
