In the future, some scientists expect that planet earth will don an electronic skin. It consists of millions of embedded electronic devices. That will be one of the ubiquitous system. Because earth planet is wrapped in a networked device, ubiquitous system is not single application or some system, but some zone combined with multiple applications. So, spatial or geographic location is essential for the next generation of information environment Our study is to predict issue and shift in GIS/LBS technology for being applicable to ubiquitous environment, to make and analysis scenarios in infrastructure area. We define 5 layers(sensor, location, communication, information, interaction) for establishing ubiquitous information system. We design technical concept diagram in each scenarios. Finally, we make pilot sensing system to manage land and underground facility in one of the National GIS project.
