Unlawful dumping of industrial waste as much as an estimated of 820,000m^3 over a vast land of 27 hectares lying across Takko town, Aomori prefecture and Ninohe City, Iwate Prefecture is now a serious social problem. This problem was come to light in December 1998 and both prefectural governments of Aomori and Iwate launched to restore the land to its original state with administrative subrogation. The restoration work basically aims for a complete removal of all waste dumped in the area. But until such time as a full-scale removal can be completed, liner sheets are provided over the surface of waste to reduce leachate. This paper describes the land restoration work, particularly about the construction of compacted clay liner in leachate impounding basin and its management technique.
