In recent years, we often hear the word" social governance". I would like to consider the fi eld of the community welfare from the viewpoint of social governance. Today the keywords of the social welfare reform are "diversification of the service system"," participation of the community people"," the decentralization"," community welfare", etc. So I think that we need to construct the system of social governance. However, as compared with the West, the Japanese citizen's power is weak. We have to make a strong community by developing social governance. And we will get the substantial community welfare.
