This article considers the cultural and historical settings of Japan and Finland in terms of their preparedness to encounter diversity in a global world. Culture with its historical contexts is a shared organization of ideas that guide people's thinking and their appropriate behavior in a given society. Education is usually based on the cultural values of a particular society but also on generally accepted values of a larger human society. The purpose of this mainly theoretical article is to compare two fairly different counties, their cultural tendencies, their histories of mobility, and their educational systems to understand the countries' educational successes but also new challenges especially for teacher education in order to ensure good educational achievement also for the growing body of students with immigrant backgrounds in these countries.
