We propose a new type of photonic gate-array technology (photonic GA) for the flexible design of photonic integrated circuits. It consists of busline waveguides with a cross-grid configuration and fundamental elements, such as microring resonators, bends, branches and switches, stacked on the crossing points of the busline waveguides. In this study, vertically coupled waveguide bends and branches (VCWBs) were designed and demonstrated. Very compact devices with 20–50 μm coupler length and 25–40 μm bending radius were realized using high-index contrast waveguides. Polarization-independent compact bends and branches with low loss (${<}1.6$ dB) were demonstrated. Their wavelength dependence was also confirmed to be very small in the wavelength range of 1500–1580 nm.
