8月18日に公示、30日に投開票となる衆院選に向け、主要な政党のマニフェスト（政権公約）が7月31日までに出そろった。公共事業や建設業に関連する政策について、現政権の自由民主党と次期政権を狙う民主党の違いは何か。課題ごとにその内容を点検する。 まず公共事業について、自民党は「地域生活に不可欠な道路は費用便益比（B／C）にとらわれずに積極的に整備を進める」と明記。
