Thick anodized titanium plates with high photocatalytic activity were prepared by 2-step anodization method : first anodization in the bath (H3PO4-H2SO4-H2O2) containing SnO2 and/or TiO2 particles; reanodization in the mixture of NH4HF2 and H2O2. The apparent rate constant (<I>k</I>), which was evaluated by the photooxidation decomposition of CH3CHO gas, was drastically improved by the addition of SnO2 and/or TiO2 particles. The high <I>k</I> value was mainly induced by the three things : (1) TiO2 particles loaded on the film surface; (2) crystal growth of anatase because of a significant change in electrolytic behaviour; (3) acceleration of charge career separation owing to the transfer of a part of photogenerated electrons from TiO2 to SnO2 particles in the films.
