A SYSTEMATICALLY PROCEDURE FOR SPATIAL-TEMPORAL PREDICTION OF SETTLEMENT BASED ON ASAOKA METHOD IS PROPOSED. PROBABILISTIC APPROACH IS CHOSEN IN THAT IT GIVES A PREDICTIVE PROBABILITY DISTRIBUTION OF FUTURE SETTLEMENT. THE METHOD IS BASED ON KALMAN FILTER PROCEDURE AND ASAOKA'S FORMULATION BY CONSIDERING SETTLEMENT DATA FROM ALL OF THE OBSERVED POINTS FOR EACH STEP OF OBSERVATION UPDATING. CONSECUTIVELY OBSERVED SETTLEMENT IS USED FOR SUCCESSIVELY UPDATING ASAOKA'S PARAMETERS BY TAKING INTO ACCOUNT THE SPATIAL CORRELATION STRUCTURE. AUTO-CORRELATION DISTANCE OF THE PARAMETERS IS ALSO ESTIMATED BASED ON MAXIMUM LIKELIHOOD METHOD USING THE OBSERVED DATA. KRIGING METHOD IS CONSIDERED TO BE A SUITABLE APPROACH FOR ESTIMATING THE PREDICTED SETTLEMENT AT ANY ARBITRARY LOCATION BASED ON THE ESTIMATED PARAMETERS. A CASE STUDY IS CARRIED OUT USING A SIMULATED DATA AS AN EXAMPLE.
