掘削工事における労働災害の大部分は，土砂崩壊による災害である．その防止対策の重要性は古くから認識されており，1965（昭和40）年の労働安全衛生規則の一部を改正する省令において，掘削面の勾配と高さの基準等が定められ，現在に至るまで引き継がれている．本報では，国内の各機関で用いられる掘削面の勾配と高さに関する規制・設計基準について調査を行い，特に，掘削面の勾配と高さの基準である労働安全衛生規則第356条・357条について，制定された歴史的背景の調査を行い，また理論的背景についても幾つかの数値解析手法により考察を行った．
