Word "needs" have vast meaning and difficult to narrate in few lines, however, basically "needs" meaning to feel deficiency in something in one way or the others. However, in the developed society, the "growth need" become more important which pursuit better situation described psychologist A. H. Maslow. The authors grasp the "needs" which denotes some force or impetus that activates human behavior, that subsume various conception.It is possible to classify the term "needs" in various ways. According to Prof. Mita's remark, the only one objective classification is not in existence, therefore, "needs" should be classified by the consciousness of each researcher at each occasion.In this paper, the authors categorize farmers' needs by the each domain of farm management, i. e. management policy (strategic), finance, marketing and technology which are referred to elements of Optimum Unit by E. A. G. Robinson, and information.According to the case study of leading farmers' needs in Mie pref., most of their needs are, "felt need" that is named by J. Bradshaw. But not all of their needs are clear and of the same level of aspiration.It is indispensable in management action to recognize and make clear their needs by themselves. It can be said that this is an important matter in management cycle, i. e. "Plan-Do-See".The agricultural extension that is one of supporting activities for farmers, seems to become more effective by the intention of informing to farmers' needs in accordance with level of aspiration.
