Cost Benefit Analysis on Introduction of Food Waste Disposers in Sewage Works in Utanobori Town

We conducted a case study of the cost benefit analysis of food waste disposer (FWD) use in a sewered area of Utanobori Town, Hokkaido Prefecture, Japan. Use of FWDs in sewered areas is still a controversial issue, as it may adversely affect the sewage facilities while it has various effects such as users' convenience and recycling benefits. Cost benefit analysis gives one criteria for decision making about introduction of FWDs, and this study was aimed to improve the practice of the cost benefit analysis. The costs and benefits were assessed on four entities: FWD users, the municipality, the sewage works sector, and the solid waste sector. The convenience benefit of users was estimated by using contingent valuation method, and the other benefits and costs were based on the existing data in 1999 about sewage and solid waste services of the study site. Cost reduction of the solid waste sector was estimated to be smaller than cost increase of the sewage works sector, while willingness to pay for using FWDs was 950 yen/month/household on a mean.
