This paper examines the relationship between changes in NPO structure, the characteristics of town planning activities, and development outcomes through an analysis of town planning activities in one of Kyoto's central wards. The author served as a participant observer in the Livable Environment 21 — NPO Forum series of community organizing activities. The focus here is on the particularly forward organizing example of Kyoto's Demachi district. The analysis confirms that the direction of activities and development of town planning NPOs occurs within the context of local concrete issues and continuous and expanding community building. The conclusion argues the importance of management activities of town planning NPOs taking a middle position and offers insight into the unique self-organizing nature of town planning NPOs.
