JRR-1, after reaching its criticality in August 1957, has been operated successfully for about three years. During this period, several problems which seemed to be essential to the reactor have been found out. In order to solve these problems, a series of tests (so called an "All-out Test") was planned and carried into execution with particular importance on fuel problems.Part I of this report shows the general description of the process of these tests. Such matters as the state of corrosion of the core tank wall, behavior of the gas recombiner water, and state of the fuel solution were cleared out. Some problems like abnormal decrease of reactivity were not yet completely concluded. Repetition of such test is believed to bring more detailed information.
